Hello, Commuting Solutions members and supporters!
As we head into the final four weeks of Colorado’s legislative session, there is a strong sense of momentum around transportation policy and investment. With the session set to conclude on May 13, we are closely monitoring key proposals that have the potential to shape how our region moves—today and into the future. This is a critical time for ensuring that sustainable, multimodal transportation remains a priority.
Advocacy doesn’t stop at the state level. This month, Commuting Solutions and the Northwest Mayor & Commissioner Coalition are proud to once again attend our annual trip to Washington, D.C. Together with local leaders, we are meeting with federal representatives to elevate the importance of continued investment in transportation demand management, transit, and regional connectivity.
We are also excited by the recent announcement advancing Joint Service for Front Range Passenger Rail. This milestone reflects years of collaboration and brings us one step closer to delivering reliable, efficient rail service along the Front Range. Commuting Solutions and the Northwest Mayors & Commissioner Coalition are heading to Washington, D.C. for their annual advocacy trip, where they will meet with federal leaders to champion transportation initiatives. Together, they are working to advance policies and funding that supports safety, transportation infrastructure funding and policy support, and improve infrastructure across the northwest metro region. |

| RTD Board Governance Reform Bill |

Proposed legislation at the Colorado State Capital could bring major changes to how the Regional Transportation District (RTD) is governed. The RTD Board Governance Reform bill, SB26-150, aims to restructure the agency’s board by reducing its size, introducing a mix of elected and appointed members, and shifting towns more at-large representation. Supporters say these changes could improve efficiently, accountability, and regional coordinator. As discussions continue, the bill could significantly change the future of transit decision-making. Commuting Solutions is currently evaluating a position on the bill. |

| Broomfield Harvest Hill Transportation Demand Management (TDM) Project |

Commuting Solutions is excited to support the Harvest Hill development in the City and County of Bromfield. Harvest Hill is a new income aligned housing community in Broomfield that is designed with both sustainability and connectivity in mind. This transit-oriented development is located just a short distance from RTD US 36 & Broomfield Station, making it easier for residents to access jobs, services, and regional destinations without relying solely on a car. As a partner in creating more accessible and sustainable communities, Commuting Solutions was recently awarded a Denver Regional Council of Governments (DRCOG) grant to support Harvest Hill by helping connect future residents to multimodal transportation options. |

| | | Last week marked an important step toward launching passenger rail in the Front Range. State, regional, and rail partners announced they have reached a preliminary agreement with BNSF Railway on a “joint service” plan—establishing a clear path forward for initial passenger rail service between Denver and Fort Collins. The proposed starter service would include three daily round trips with stops in communities including Westminster, Broomfield, Louisville, Boulder, Longmont, and Loveland. By having one operator running the service between Denver and Fort Collins, one access agreement with BNSF, one route between Denver and Fort Collins, this agreement creates a more efficient and lower cost way to deliver passenger rail to the northern corridor. This project delivery approach is intended to improve coordination across jurisdictions and agencies, lower costs through efficiency and shared infrastructure where possible, minimize unnecessary capital expenditures and administrative costs, and support a more cohesive rider experience over time. | | | CO 119 Airport Road Safety Improvement Work Underway |

The CO 119 Safety, Mobility, and Bikeway Improvements Project will convert the Airport Road median at the CO 119/Diagonal Highway intersection into a permanent, one-way northbound road, permanently prohibiting southbound travel for all modes of travel. To transition the intersection to its final configuration, the Airport Road media will be temporarily closed to all modes of transportation at the start of intersection work. |

Beginning Monday, April 13 at 3 p.m., the CO 119 Safety, Mobility, and Bike Improvements Project will transition into its first major phase. The Airport Road median will be converted to one-way northbound traffic, and southbound travel through the media will be permanently eliminated to improve safety at the intersections. This phase is expected to last approximately two months. What to expect: Drivers can use 83rd Street to access northbound CO 119/Diagonal Highway. Right turns from southbound Airport Road to southbound CO 119 will remain available from the southbound lane Pedestrians and cyclists will use the east-side crosswalk, travel south through the media and connect to the existing trail.

| 2025 Bike-n-Ride Shelters Deliver Big Impact |
|
|
2025 was a huge year for the Bike-n-Ride shelters along US 36. Bike-n-Ride shelters in Westminster and Broomfield continue to demonstrate strong growth, high satisfaction, and clear impacts on multimodal commuting across the region!
With 610 cardholders systemwide, the Bike-n-Ride program continues to play an important role in making first- and last-mile connections easier and encouraging more sustainable travel choices. |

In Westminster, the Sheridan Shelter saw a 130% increase in use compared to 2024, highlighting growing demand for secure, reliable bike parking. In Broomfield, more than 100 users remained active throughout the year, accessing the shelters nearly 3,000 times in 2025, with riders averaging more than one round trip per month. Across both locations, survey results show consistent benefits: more than 70% of users report that the shelters increased how often they ride transit, and over 80% say they bike commute more frequently because of the facilities. Riders primarily connect to key regional routes, with 93% traveling with the FF, 48% traveling with the AB, and nearly 30% traveling with the LD.
